Build the product file before building the American label.
Private-label botanical infusion development for U.S. buyers, structured around importer responsibility, FSVP, ingredient status, facility registration, prior notice, label review and destination testing.
Export manufacturing support with defined approval gates
Development
Formula brief, target sensory profile, fill weight, tea-bag format, brewing test and retained-sample approval.
Specification file
Ingredient declaration draft, supplier documents, packaging specification, test plan and artwork data pack.
Production & shipping
Material receipt, in-process checks, finished-product release, invoice/packing data and prior-notice coordination inputs.
The company has reported an FDA food-facility registration. Registration details, biennial renewal status and U.S. agent information must be checked against current records before shipment. FDA registration is not FDA certification, approval or endorsement of a product.
Six documented gates from U.S. buyer brief to shipment
Buyer brief
Confirm destination, use scenario, target customer, taste, budget, fill weight, quantity and requested delivery.
Formula & sampling
Develop from the buyer's brief or reference sample. Sampling starts from CNY 300 for the agreed 1–2 samples; additional items are referenced at CNY 100 each.
Packaging approval
Confirm inner bag, filter material, envelope, box, print content, labels and artwork. The buyer and factory approve the final file before printing.
Contract & production
Production is scheduled after the written specification, contract, deposit and required materials are confirmed.
Inspection & release
Check materials before production, key points during production and finished goods before release. Third-party testing is separately agreed when needed.
Balance & shipment
Confirm final quantity, weight and reconciliation sheet; settle the balance, then agree the freight method and shipment documents.
Seven conventional-infusion concepts for screening
| Code / concept | Botanical declaration draft | Target fill | Pack / brew | Compliance watchpoint |
|---|---|---|---|---|
| INT-01Pure Peppermint | Mentha × piperita L., leaf | 1.5–2.0 g | String & tag filter bag + individual envelope200 ml, 95°C, 4–5 min | Confirm botanical identity and market-specific ingredient status. |
| INT-02Chamomile Blossom | Matricaria chamomilla L., flower | 1.5–2.0 g | String & tag filter bag + individual envelope200 ml, 95°C, 4–5 min | Control foreign matter; assess allergen/cross-contact statements with the buyer. |
| INT-03Ginger Lemongrass | Zingiber officinale Roscoe, rhizome; Cymbopogon citratus, leaf/stalk | 2.0–2.5 g | Pyramid or flat filter bag + individual envelope200 ml, 95–100°C, 5 min | Set particle size after infusion and filling trials; verify each plant part. |
| INT-04Hibiscus Rosehip | Hibiscus sabdariffa L., calyx; Rosa canina L., fruit | 2.0–2.5 g | Pyramid bag + individual envelope200 ml, 95°C, 5 min | Colour and acidity vary by crop; final blend needs retained-sample approval. |
| INT-05Lemon Mint | Mentha spicata L., leaf; Cymbopogon citratus, leaf/stalk | 1.8–2.2 g | String & tag filter bag + individual envelope200 ml, 90–95°C, 4 min | Any flavouring must be separately declared and cleared for the destination market. |
| INT-06Rooibos Vanilla Style | Aspalathus linearis, aerial parts; optional natural vanilla flavour | 2.0–2.5 g | Pyramid bag + individual envelope200 ml, 95°C, 5 min | Vanilla flavour is optional and requires supplier documents and local clearance. |
| INT-07Ceylon Cinnamon Ginger | Cinnamomum verum J.Presl, bark; Zingiber officinale Roscoe, rhizome | 2.0–2.5 g | Pyramid bag + individual envelope200 ml, 95–100°C, 5 min | Confirm cinnamon species and control coumarin risk; do not substitute without approval. |
| INT-08Black Tea & Mint | Camellia sinensis (L.) Kuntze, leaf; Mentha spicata L., leaf | 2.0 g | String & tag filter bag + individual envelope200 ml, 90–95°C, 3–4 min | Contains natural caffeine; declare tea ingredients accurately and align grade with target price. |
Each concept remains conditional on the exact ingredient, plant part, supplier process, intended use level, product category and claims. A familiar herb name is not a substitute for a U.S. ingredient-status review.

What a U.S. buyer receives before placing an order
Formula & categoryFormula code, intended conventional-food use and claims boundary
Unit specificationFill weight, bag format, envelope, carton and case configuration
Quantity & price tiersMOQ, unit basis, price breaks and production tolerance
Compliance responsibilityBuyer/importer, FSVP, label owner, testing and registration inputs
Trade termsEXW / FOB / CIF, port, currency, freight and duty exclusions
SamplesDevelopment fee, units, courier, retained sample and approval record
Lead timeStarts only after formula, label, deposit, materials and compliance inputs are confirmed
DocumentsInvoice, packing list, release/COA documents and shipment data as agreed
Public unit prices are intentionally omitted. Formula, packaging, print quantity, test panel, trade term and destination can change total landed cost more than the basic filling fee.
Factory reference ranges for the U.S. buyer's RFQ
Pilot with buyer-supplied materials
Flat/nonwoven or pyramid projects can be evaluated from 1,000 tea bags when the buyer supplies compliant packaging materials.
Pyramid bag with factory-supplied materials
Can be evaluated from 5,000 tea bags. This reference does not include a custom printed tag; custom tags are referenced from 100,000 bags.
Printed packaging references
Printed roll film is commonly referenced from about 100 kg; pre-made individual envelopes from about 100,000 units; multi-bag pouches from about 30,000 units per SKU.
Carton references
Custom card cartons are commonly referenced from about 3,000 units per SKU and gift boxes from about 1,000 units per SKU.
Production lead-time reference
For 100,000 bags with buyer-supplied ingredients and packaging received and accepted: 7–10 working days. Factory-coordinated printed packaging: about 15–25 days.
Payment & freight reference
Contracts generally use a 50%–70% deposit, with balance before shipment. Freight method is jointly agreed and freight cost is normally borne by the buyer.
Not a final offer: U.S. importer/FSVP work, ingredient review, label review, testing, freight and entry documents can change the commercial plan. The signed quotation and contract control.
Four files required before commercial production
1. Importer & facility file
- U.S. importer and FSVP responsibility
- Foreign facility registration status
- U.S. agent details
- Prior Notice responsibility
- Shipment and entry contacts
2. Ingredient file
- Scientific/common name and plant part
- Supplier specification and process
- Food-use / GRAS / additive status analysis
- Flavour carrier and additive documents
- Allergen and cross-contact statements
3. Label & claims file
- Statement of identity and net quantity
- Ingredient list and allergen disclosure
- Manufacturer/distributor and country of origin
- Nutrition Facts or documented exemption
- No disease-treatment or unauthorized claims
4. Test & release file
- Identity, sensory and moisture
- Microbiology and foreign matter
- Pesticide residues and heavy metals
- Mycotoxins where relevant
- Packaging suitability and finished-product release
Important: FDA does not pre-approve conventional food importers, products, labels or shipments. The importer remains responsible for lawful, safe and correctly labelled food, and non-compliant shipments may be detained.
Current requirements must be checked at project start
Send a complete brief before requesting a final price
Use the printable checklist to define the importer, category, blend, pack, tests, quantity and trade term. This prevents an attractive but unusable quote based on missing compliance inputs.
Tell us who will own import compliance
A useful quote starts with destination, importer/FSVP status, product category, formula, packaging and quantity. Final compliance decisions remain with the buyer/importer and qualified advisers.
